Fred J. Fowler

Fred Fowler is a former director and former chairman of the board of Spectra Energy Partners, LP, a master limited partnership formed by Spectra Energy to own and operate natural gas transportation and storage assets.
 
Fowler retired as president and chief executive officer of Spectra Energy Corp in December 2008. Prior to Spectra Energy’s separation from Duke Energy, he served as president and chief operating officer of Duke Energy Gas. 
 
Fowler joined Panhandle Trading Company (PTC), an independent buyer and reseller of natural gas in the national spot market, in 1985. He progressed through a number of roles of increasing responsibility with PTC, Panhandle Eastern Pipe Line Co., Trunkline Gas Co. and Texas Eastern Transmission. His distinguished career included serving as president of Trunkline, corporate vice president of marketing for PanEnergy, president of Texas Eastern and group vice president of PanEnergy. He was named group president of energy trans-mission for Duke Energy in 1997 and president and chief operating officer of Duke Energy Corp. in 2002. In 2007, Fowler became president and chief executive officer of Spectra Energy and oversaw the company’s successful launch as an independently traded company. 
 
Before joining Spectra Energy, Fowler was president of Wynn-Fowler Trading Co. Earlier in his career he served as senior vice president of Gulf States Oil & Refining, and vice president of natural gas liquids supply for Enterprise Products Co. He began his energy business career in 1968 with Conoco Inc. 
 
Fowler serves on the boards of PG&E Corporation and Encana Corp. He previously served as vice chairman of the board of directors for TEPPCO Partners and as chairman of the board of DCP Partners. Both TEPPCO Partners and DCP Partners are publicly traded master limited partnerships. He also served on the board of DCP Midstream, the 50/50 joint venture between Spectra Energy and Phillips 66. Fowler has held a number of industry leadership positions as well, including chairing the Natural Gas Council’s Electric Generation Task Force; serving on the board of directors of the Gas Technology Institute; serving as chairman and director of the Interstate Natural Gas Association of America (INGAA); and chairing INGAA’s Pipeline Safety Task Force. 
 
Fowler serves on the audit committee for DCP Midstream, LP. Fowler received a bachelor's degree in finance from Oklahoma State University at Stillwater.
